Integrated Forensic Program
Program Overview
Royal Ottawa & Brockville Mental Health Centres
The Integrated Forensic Program (IFP) provides specialized interdisciplinary assessment, treatment, rehabilitation, and community reintegration to adults with severe psychiatric illness who have come into conflict with the criminal justice system. The program operates out of two sites, serving both the Champlain and Southeastern counties of Eastern Ontario.
The following mental health services are delivered under the IFP:
- Violence prevention;
- Court diversion;
- Pre-trial assessment and treatment;
- Inpatient services;
- Mental health court; and
- Outpatient and consultation services.
The inpatients we serve are adults (18 years +) who may be or have been found unfit to stand trial as well as adults who may be or have been found not criminally responsible (NCR) by the judicial system on account of mental illness.
Varying levels of security, supervision and privileges are provided within a structured treatment environment that creates a therapeutic milieu of supportive care that promotes safe reintegration into the community.
The IFP has three separate components: Forensic Services - Southeast Region, Forensic Services - Champlain Region and the Secure Treatment Unit - Brockville.

The IFP also manages specialty clinics, located at the Royal Ottawa Mental Health Centre:
- Sexual Behaviours Clinic: The Sexual Behaviors Clinic provides specialized comprehensive multidisciplinary assessment and treatment within a community mental health recovery framework. Services are provided to individuals who have been or are at risk of being in conflict with the law because of their sexual behavior. The goals of the clinic are to provide assessment and treatment in order to manage the sexual behavior-related problems, reduce symptom distress, increase psychosocial skills and coping strategies, and to improve overall client well-being in order to maintain successful community living. Longer term desired outcomes include reduced recidivism, prevent hospital admissions and eventual discharge from the Forensic Program.
- Family Court Clinic: provides assessment for courts involving children and youth in matters pertaining to the Child and Family Services Act as well as the Youth Criminal Justice Act.
- Anger Disorders Clinic: specialized comprehensive assessments, consultations, treatment and management of individuals with anger-related problems, whether or not they are in conflict with the law.
The IFP has a dedicated Forensic Research Unit, which is affiliated with the University of Ottawa Institute of Mental Health Research. This Unit is actively involved in externally funded, peer-reviewed research in the assessment and treatment of problematic sexual behaviours and aggression, as well as areas of mental health adjustment among forensic patients.
